Wage and Personnel hearing discussion held concerning changing of Executive Assistant to Police Chief salary from yearly rate in present By Law to hourly rate due to issues regarding negotiations and overall police budgeting and planning.  Motion by Mrs. Murdoch to include article in warrant for October 22 Special Town Meeting to amend Wage and Personnel Bylaws S. 12C, Executive Assistant to Police Chief salary 9.90 per our.  2nd Fasci.  5-0 vote.  Motion by Fasci, 2nd Vess to close Wage and Personnel hearing.  5-0.

Discussion held with Water Commissioners re Acts of 1916 legal interpretation.  Present were Fin. Com., Treasurer/Collector, Town Accountant, Water Commissioners and some citizens.  Concensus evolved that meeting in planning process should be held with Town Counsel, D.O.R., Water Commissioners' Counsel, and a representative of the Water Commissioners, Board of Selectmen, Exec. Secretary, Town Accountant, Treasurer.  Brief discussion re payment of legal bills.  Mr. Morway stated voucher has been signed.  Also issue of rent owed in building discussed.  Unresolved.  Water Commissioners will come back October 2 to continue discussion.

9:15 Old Colony Railroad met with the Board.  Lengthy discussion by all parties re pros and cons of R.R. site off Main Street and on Rte. 14.  Board voted after all parties heard.  Mrs. Fasci moved, 2nd Murdoch to support R. R. station as planned on Main St.  The Board reserves the right to amend the vote based on aquifer and wetlands issues being resolved in the best interest of the Town.  Dialogue consisted of comments and concerns by Mr. Vess as well as other Board members, Water Commissioners, Planning Board, citizens and business people of the community in response to brief presentation made by OCRR representatives (Steve Polachronis and Pam Wolfe)  Senator Kirby also in attendance.  Voted 4-1 (Vess in opposition)

Mrs. Murdoch moved, Crowley 2nd to allow a one day liquor license at Camp Kiwanee on September 22 for wedding reception.  Voted 5-0.

Mrs. Fasci moved, Crowley 2nd to release escrow water account of approx. $260 held on Waters' property on W. Washington St.  Voted 5-0.

Continental Cablevision will be notified that they are allowed to telecast off nights' meetings.

Discussion held on Whitman-Hanson roofing issue.  This will be continued on the 18th of September when Peter Jones and Dr. Avery will be in attendance.
